A work out room, a computer room, a nice place to park your car, security and much more.<\/p>\n

But the Dakotas has went down the tubes. It is not a great place to stay any more. The Dakotas was ran by SHAG when I first moved in 18 years ago.<\/p>\n

\"\"Nice big apartments. Most with a big deck. But over the years problem after problem after problem started to happen, Now the building has basically turned into a “slum” building” Truly sad readers.<\/p>\n

Over the years there has been a revolving door of in house management teams. This is a problem. Here today gone tomorrow. A tenant used to could call the office and someone would answer, NOT ANYMORE!<\/p>\n

\"\"Currently about 30 cars (including mine) have got their car windows smashed in the 2nd floor garage of the Dakotas. THIS IS A SEVERE PROBLEM. No one has been caught.<\/p>\n

Also the main garage doors to leave and enter are in constant disrepair like they are right now. There is a lack of security in the Dakotas. No one answers the phone in the main office.<\/p>\n

Over the weekend, the problems increase 1000%! Speaking of that ladies and gentlemen. Here is a SERIES OF SEVERE PROBLEMS.<\/p>\n

There is a roach problem in all four the building SEED operates around here.\u00a0 There has NOT been a building wide spray for roaches IN YEARS!! Repeat, IN YEARS!!<\/p>\n

\"\"On the weekend garbage piles up in the garbage areas in the Dakotas so the roaches and flies are HAPPY!!<\/p>\n

Now I will get to my problem readers. I have been here in the Dakotas for almost two decades. I have NEVER had a tenant(s) above me that has created a lot of noise UNTIL NOW!<\/p>\n

YES their has been noise but it was from a619. I am in a419. So that leaves to discuss the current tenant(s) in a519 just above me. They have ONLY been in the apartment a little over a month.<\/p>\n

Ladies and gentlemen they HAVE CREATED SO MUCH NOISE THAT IT HAS RUINED MY HEALTH.<\/p>\n

Constant, relentless, continuous and repetitive LOUD BANGING NOISES!! EVEN AFTER SEATTLE QUIET TIME FOR APARTMENTS THAT STARTS AT 10PM.<\/p>\n

\"\"The LOUD banging noises happen during the morning, afternoon and night. Again, the tenants HAVE ONLY BEEN HERE FOR A LITTLE OVER A MONTH!<\/p>\n

Allied Residential is the NEW in house management team replacing Coast Management\"\". Who did nothing for the Dakotas. NOTIHNG!<\/p>\n

Allied is being managed by a fella named Bruce Fetcher. Allied started at the Dakotas a few weeks ago. Bruce has done NOTHING so far to help me with the LOUD noises from above me.<\/p>\n

Might of face he told me he has done a “investigation” and said there is not a noise problem from 519!!! AND I AM HARASSING ALLIED AND ARE YOU READY FOR THIS?<\/p>\n

BRUCE TOLD ME I AM HARASSING THE NEW TENANTS ABOVE ME WHO HAVE DESTOYED MY “QUIET ENJOYMENT” IN LIVING IN THE DAKOTAS! Even with a roach problem!!<\/p>\n

Bruce has called me A LIAR!! So I did my homework. I typed up a FORMAL COMPLAINT AGAINST ALLIED AND BRUCE AND HERE IT IS.<\/p>\n

MY FORMAL COMPLAINT TO BRUCE FETCHER\/ALLIED RESIDENTIAL AND SEED.<\/p>\n

As I type this on Monday Aug 31, 2026 there has been LOUD relentless noise from #519 ALL MORNING AND ALL DAY LONG. I have not been able to record my webcast and podcast. Not one minute of it.<\/div>\n

I have never had this problem since I have been here in the Dakotas. I have produced my webcast and podcast here in one of my rooms for the 18 years I have been in the Dakotas. I have never been able to record my media until the last month when the LOUD tenants moved in #a519.<\/div>\n

Bruce I have done a lot of homework on this situation I am having so I will know what I am talking about. Before I really start, let me mention the moving to another apartment.<\/div>\n
<\/div>\n
#1 I HATE moving. But the main thing is, yes Chantel brought up me moving the a apartment on the 7th floor. Another apartment I am sure that will have roaches. Just like everyone has in the four buildings SEED operates in this area.<\/div>\n
<\/div>\n
A building wide spray for roaches has not been done in YEARS Bruce. Three months ago a company came here to the Dakotas and just put down a little powder in everyone apartment.<\/div>\n
<\/div>\n
We as tenants thought we had to take everything out of our cabinets etc leave the Dakotas for awhile while they spray. THAT NEVER HAPPENED!! They never came back to the Dakotas. So the roach problem has got 100% worse!<\/div>\n
<\/div>\n
I have to buy Raid and other things to try to control the roaches. Like just about EVERYONE in all four SEED controlled apartments around here. I would be moving from “one roach hotel to another roach hotel”.<\/div>\n
<\/div>\n
Now let’s get to my formal complaint Bruce. I have learned that you at Allied who is talking over from the TERRBLE Coast Management, is responsible for enforcing community rules and ensure all residents “QUIET ENJOYMENT” Since the LOUD tenants have been here (a month, myself 18 years) I have NOT had “quiet enjoyment.”<\/div>\n

I have learned that you have the right to give them eviction notices if the noise continues. I have called 911 so many times about #a519 I have lost track how many times I have called. The police have made two visits.<\/div>\n
<\/div>\n
The LOUD, relentless, repetitive noise continues. Like it has ALL WEEKEND LONG!! I have lost a total of FIVE days of sleep. I have high blood pressure. I will be 72 in October. This situation is slowly killing me Bruce. It truly is.<\/div>\n

Also I have taped on my phone just a small fraction of the LOUD banging that happened all day and night on Sunday on the bold and very unfair tenants in #a519 on my phone. I have sent you a few of them. THE LOUD NOISE ARE GOING ON RIGHT NOW!!<\/div>\n

As a person who has rented a apartment here in the Dakotas for 18 years under various in house management companies and now you at Allied, your company has legal duty to protect my rights to “quiet enjoyment” And your company should take action against the tenants in #519 and that could mean eviction of the tenants in a519.<\/div>\n

The noise from #a519 has been excessive, disturbing, I have asked the tenants to stop the noise. It has not stopped.\u00a0 It has stopped me from sleeping and has stopped me from recording my media.<\/div>\n

The LOUD noises has made my nerves to became basically gone and frazzled.<\/div>\n

Bruce I am having sleep deprivation. Extreme sleep deprivation and extreme stress because of the LOUD noises from a519. Which because of my age and health can lead to my death, WHICH IS A HUGE AND SEVERE PROBLEM FOR ME. WHY?<\/div>\n

Because Bruce I use my webcast and podcast for therapy since my dear mom Mrs Lorraine Harris passed away in Nov 2022 at the age of 98. A pic of my mom is attached below.<\/div>\n

I talked to my mom 10 or 15 min before she died. She told me she is going “home” that meant heaven. My brother and I both go to grief counseling. I go every month. I think about my mom every hour. I miss my mom home cooking Bruce.<\/div>\n

With the LOUD and relentless noise I just cannot record my webcast and podcast. This has made me tremendously sad and very depressed.<\/div>\n

I am a renter of a apartment at the Dakotas for 18 years (#a519 been here a month) my agreement provides for “quiet enjoyment of my apartment”. Allied should help against excessive noise.<\/div>\n

The LOUD noise from 519 has disturbed my quiet enjoyment of my home. I have asked the tenants of 519 to stop the LOUD noise but they have not.<\/div>\n
<\/div>\n
Bruce your organization should address the loud noise of the tenants. In my strong opinion the tenants in 519 should get a fine or even get evited. The problems again are interfering with my use or enjoyment of my apartment and because of the LOUD noise from 519 I am at harmed from sleeping. My sleeping has been disturbed.<\/div>\n

Under WASHINGTON STATE LAW (RCW 59.18.090) ALLIED MUST PROVIDE A SAFE, HABITABLE ATMOSPHERE WHICH INCLUDES ENFORCING RULES THAT GUARANTEE MY RIGHT TO QUIET ENJOYMENT.<\/div>\n

The tenants in 519 are continuously violating the Dakotas quiet hours also. And are violating Seattle Noise Code. The on going LOUD noise is a breach of my quiet enjoyment in my apartment I have been in for 18 years. They have been here a month. This is wrong Bruce. This past weekend AGAIN\u00a0 was terrible, The tenants KNOW the office is closed starting Friday afternoon.<\/div>\n

So they INCREASE THE NOISE 100%!!! ALL MORNIN, AFTERNOON AND NIGHT.<\/div>\n

In my opinion the tenants in 519 should be reported by Allied for breaking a housing code violation.<\/div>\n

As of now Bruce Allied is failing to help me maintain a basic housing standard for not addressing to the tenants of 519 about the chronic violation that is ruining my health and might lead me to a heart attach or stroke.<\/div>\n

I have had Seattle Police officer Eric Nunaz go up to 519 and talk to the tenants. The NOISE continues. When the tenants first three days here I called 911, FOUR police came to the Dakotas. Went to 519 to ask them to please calm down the noise. The noise continues. Both Nunaz and Marion are wekk known in the Seattle Police Dept. And I also talked to Officer Lombardo on Sunday. The Seatle Police are WELL AWARE OF THE MANY PROBLEMS HERE IN THE DAKOTAS.<\/div>\n

And that includes a child falling out of window. About ten years ago another child fell out of a window and the baby died.<\/div>\n

A few days ago I talked for 25 minutes on the phone with Sgt. Marion of the Seattle Police. He gave me advice. He said if the noise continues, keep calling 911 and tell them I have talked to Officer Nunaz and himself. As I said I talked to Officer Lombardo on Sunday.<\/div>\n
<\/div>\n
And continue to record the loud noises, keep track of everything and talk to you at Allied to please do something about the repetitive, contiguous and excessive noise from 519 that is basically killing me. I am not a spring chicken Bruce.<\/div>\n

My health is not good. I get a discount on my rent because of my age and my health. You can find a letter from my doctor in my files.<\/div>\n

YES I realize Bruce you and Richelle have a LOT to work to do because of the TERRIBLE job Chantel and Coast Management did here in the Dakotas and the other buildings.<\/div>\n

Leaving us with roach filled apartments, no security, 26 or so (including mine) car windows damaged, cars stolen (including mine three years ago, found in Everett 3 weeks later), garage doors open. Homeless sleeping in the hallways, smoking weed and dogs doing there duty in the garage and hallways.<\/div>\n

Plus Amazon and UPS packages being stolen in front of our apartments and YES LOUD tenants like the tenants in 519. YES a lot of the blame falls at the feet of SEED. But in reality, BOTH ARE AT BLAME.<\/div>\n

Oh yeah, another problem is no one answering the phone in the office here in the Dakotas and FOR SURE WITH SEED!! And no one answers the phone for what ever FALSE SECURITY NUMBER WE OBTAIN.<\/div>\n

As I type this garbage has been lying on the ground going on TWO WEEKS in the second floor garage. The roaches and flies are having a party! It smells like the Seattle City Dump!! This is a OUTAGE Bruce. It just is.<\/div>\n

Just like the entire building not being sprayed for roaches IN YEARS!!! And the outside windows, not being cleaned IN YEARS!! TERRIBLE TERRIBLE living conditions in the Dakotas. But SEED had the NERVES to charge us more for rent recently!! UNREAL Bruce!<\/div>\n

You know what else is unreal? The NOISE FROM ABOVE ME IN 519. Even with the roach problem, these BOLD tenants have the audacity to move here in the Dakotas and destroy my QUIET ENJOYMENT.<\/div>\n

I am typing to you directly to formally escalate a critical tenancy issue at the Dakotas that requires immediate intervention by building ownership.<\/div>\n

For 18 years I have been a loyal and quiet and have paid my rent ON TIME for 18 years.<\/div>\n
<\/div>\n
I am currently being subjected to severe, continuous noise disturbances and targeted intimidation by your mew contracted property management team, led by Bruce at Allied Residential.<\/div>\n
<\/div>\n
I have discussed my situation with a rep from SEED here at the Dakotas and on the phone. Recently (a month) a new tenant was placed in the united above me in A#a519. I am in a419. For the past month, they have generated continuous and repetitive impact noise banging and heavy thumping at all hours of the morning, day and night.<\/div>\n
<\/div>\n
This extreme noise completely denies me my right to quiet enjoyment under Washington state law and the Seattle Residential Landlord-Tenant Ordinance (SMC 22.206.160).<\/div>\n
<\/div>\n
Directly disrupting my sleep. health and has stopped me from recording my podcast and webcast. When I brought these concerns to Allied ir Bruce, I was verbally told that staff cannot act against the tenants in 519. Following up on a email, I obtained a HOSTILE response from Bruce.<\/div>\n
<\/div>\n
Bruce claimed without a PROPER investigation that the noise is “reasonable of apartment living”. AND said I should pack up and move to a apartment where there is no noise above me.<\/div>\n
<\/div>\n
And Bruce explicitly ACCUSED NE “HARASSING STAFF AND MOST IMPORTANT HE ACCUSED ME OF HARASSING THE MONTH OLD TENANTS ABOVE ME IN 519. This is WRONG on the part of Bruce!<\/div>\n
<\/div>\n
I CATEGORICALLY DENY these GROUNDLESS ACCUSATIONS BY BRUCE!! Allied is weaponizing terms like “HARASSMENT” to flip the narrative, avoid their administrative duty to issue a 10 day day notice to comply and BULLY ME, A NEARLY TWO DECADE TENANT OF THE DAKOTAS. That ALWAYS pays his rent on time for 18 years!!<\/div>\n

Bruce is trying to silence me.As the owner, SEED has a non-delegable duty to maintain a habitable environment.<\/div>\n

On a side story, currently we in the Dakotas are dealing with roaches in most likely EVERY apartment in the Dakotas and the other buildings SEED runs in the area here.<\/div>\n
<\/div>\n
There has not been a building wide spray for roaches in YEARS. The windows outside? Not cleaned in YEARS. Plus because of a almost total LACK OF SECURITY, in the last month or so, more than 25 car windows (including mine) has had their windows smashed.<\/div>\n
<\/div>\n
Plus the main garage doors are in dis repair it seems all the time. So homeless are sleeping on the stairs, smoking weed in the Dakotas and more. By the way all the cars smashed are in the 2nd floor garage. No one has been caught. We have video of a possible suspect.<\/div>\n
<\/div>\n
Many tenants have the video on our phones now. BUT with the lack of security and lack of security cameras it will be VERY hard to catch who every is damaging our cars. It is VERY VERY STRESSFUL having to worry about our cars in the garage. I check on my car 3 times a day.<\/div>\n

By the way, another car I had was STOLEN out of the second floor garage three years ago. Found three weeks late in Everett.<\/div>\n

And we have dealt with Coast Management. Who did a TERRBLE job. Repeat terrible. Now he have Allied. In its dealing with me, a almost two decades resident, they are getting off on the wrong foot. I was told through a source that Allied is worse than Coast. If that is possible.<\/div>\n

I request the SEED asset management immediately intervene to:<\/div>\n
<\/div>\n
(1) Mandate at Bruce and Allied cease making false retaliatory claims against and 18 year resident. Yes I did talk with a lady in the Allied main office about my noise problems. See asked me what is going on and I told her. We had about two phone conversations.<\/div>\n

Bruce told me in a email to stop calling the Allied office. I told him I would.<\/div>\n
<\/div>\n
(2) I would like Bruce and Allied to a COMPLETE INVESTAGATION not a “fake” one into the LOUD noise that has destroyed my health and has stopped me from recording my media. It is as obvious as two left shoes that Bruce DID NOT do any kind of a so called “INVESTIGATION”. Maybe Bruce things I am stupid or intelligent. I AM NOT.<\/div>\n

(3) Order an on site check to verify if 519 is violating community flooring guild lines (lack of carpets\/rugs over high impact areas of the apartment.<\/div>\n

I am currently maintaining a professional time stamped visual and decibel log of the loud continuous disturbances from 519.<\/div>\n
<\/div>\n
If Allied Residential continues to ignore the problem and put the blame on ME, like I am the bad person, like I am not telling the truth, I will be forced to elevate this matter to the Department of Construction and Inspections (SDCI) code compliance division and seek legal counsel through local advocacy groups.<\/div>\n
<\/div>\n
I have the right to quiet enjoyment that is built in every rental agreement. Under state law (SMC-22-206.1601) landlords\/in house management are legally required to maintain a habitable environment which extends directly to managing on going noise disturbances that make a home unliveable. .<\/div>\n

In Seattle that has some of the strongest tenant protections in the nation to leverage against an unresponsive property management ie Allied.<\/div>\n
<\/div>\n
When a upstairs tenant (519) make continuous, repetitive and loud noise like banging noises morning day and night it is a legal myth that management “cannot” do anything.<\/div>\n
<\/div>\n
If tenants in 519 is violating the noise provisions at rent agreement management has ability to act once they are given evidence of the breach.<\/div>\n
<\/div>\n
If I have provided documented complaints and management refuses to issue compliance notices to the tenants in 519 management itself is breaching my rental agreement by FAILING TO PROTECT MY QUIET ENJOYMENT.<\/div>\n

But what Bruce at Allied has done is send me a blatant and wrong email telling me how I am the blame and say I am “HARASSING” ALLIED AND THE TENANTS ABOVE ME!! AND TELLING ME HE DID A SO CALLED “INVESTAGATION” ABSULUTLY UNBELEIVABLE!<\/div>\n

Even during the day time hours continuous and unreasonable notice that interferes with my health, safety and ability to work on my webcast and podcast is LEGALLY PROHIBITED IF CAN BE HEARD AT A DISTANCE.<\/div>\n

In law (smc 22.206.160) Allied currently have FAILED to provide quiet enjoyment for me and has not given 519 a strict timeline (such as a 10 day\u00a0 notice) to remedy this issue. INSTEAD BRUCE SAYS I AM “HARASSING ALLIED AND THE TENANTS IN 519.<\/div>\n

When I call 206 625-5011 and call the SPD on emergency line, I ask officers to respond to a residential disturbance under (SMC-25.08) under the SEATTLE STRICT EVITION ORDINANCE,<\/div>\n

I will continue to call the SPD and will keep a log of my actions. Allied has ONLY been here at the Dakotas for a week. The tenants above me 519 only been here a month. I have been here 18 years.<\/div>\n

Bruce has made me the fall guy. I am completely wrong. Again, offering me to move to another apartment higher up is AVOIDING\u00a0 Bruce’s responsibility to help me. Wanting me to pack up and move is allowing the tenants in 519 to WIN over me. They have been here a month. I have been here almost two decades.<\/div>\n

THIS IS WRONG! Also AGAIN, there is a TREMENDOUS roach problem in the Dakotas and the other buildings. The Dakotas has not had a building wide spray FOR YEARS AND YEARS!!<\/div>\n

There is a STRONG chance I will be moving to another apartment that will have roaches. THESE ARE FACTS!!<\/div>\n

Also, my problem with the new tenants above me is one of MANY problems in the Dakotas. This is why Allied took over for Coast. I ask you to read comments from people online when you go to “Dakotas Apartments”<\/div>\n

There is a 2.7 rating of the Dakotas. Basically folks have NOTHING good to say about the Dakotas. BASICALLY NOTHING! Go and read for yourself.<\/div>\n

I am extremely bothered by Bruce last email blaming me for everything and PROTECTING THE TENANTS ABOVE ME. Is this retaliation by SEED and Allied because I went public about the MANY car windows being damaged? I say yes.<\/div>\n
